	Under the new Charter, the Board of Governors will be replaced by a new BBC Trust which will have an explicit duty to represent the interests of licence fee payers. There will also be a new, formally constituted Executive Board with its role and responsibilities defined in the Charter. As a result, there will be much sharper separation between the Trust and the Executive Board. Operational responsibility will rest with the Executive Board, and the Trust – as the body responsible for the strategic direction of the BBC – will scrutinise the strategies put forward by the Executive Board. The Trust will set Purpose Remits, issue Service Licences and hold the Executive Board to account for its performance in delivering BBC services against the terms and conditions of these documents

	The BBC is run in the interests of its viewers and listeners. Twelve Governors act as trustees of the public interest and regulate the BBC. They are appointed by the Queen on advice from ministers. Day-to-day BBC operations are run by 14 divisions. The BBC Executive Board is made up of ten directors and is chaired by the Director-General. The Executive Board answers to the Board of Governors. The BBC is established under Royal Charter. A new Charter comes into force in 2007. It will run until the end of 2016 and will explicitly recognise the BBC’s editorial independence and set out its public purposes.
